Slæ̈rn ághká-xlïf (/ə˞xˈcə˞/ /xlɪf/ [central] [present; gift]) is a subtropical Small City located in the Áärvconks Principality of the Shayeli.
The name Slæ̈rn ághká-xlïf is derived from the Sylvin language, as Slæ̈rn ághká-xlïf was founded by Dyêbrgfëm, who was culturaly Gnoll.
Climate
Slæ̈rn ághká-xlïf has a yearly average temperature of 1°C (33°F), with its average temperature during the summer being an icy 26°C (78°F) and its average temperature during the winter being a cold -23°C (-9°F). Slæ̈rn ághká-xlïf receives an average of 176 cm/y (69 in/y) of precipitation, most of which comes in the form of snow during the brutaly long winter months. Slæ̈rn ághká-xlïf covers an area of nearly 8 km2 (3 mi2), and an average elevation of 4098 m (13444 ft) above sea level.
Overview
Slæ̈rn ághká-xlïf was founded durring the early 10th century, by Dyêbrgfëm. The establishment of Slæ̈rn ághká-xlïf suffered from many setbacks, delays, and obsticles, most notably a group of Slæ̈rn ághká-xlïf which required millitary assistance exterminate before the community could finish being built.
Slæ̈rn ághká-xlïf was built using the conventions of Gnoll durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Slæ̈rn ághká-xlïf is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Slæ̈rn ághká-xlïf is buildings are arranged within a network of narrow flagstone streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The city posesses a fortified albit thin wall of querried stone. This wall posesses most of the features of a castle wall, though it is constructed from cheeper inferior stone. It would pose a minor chalange for an attacking army, though it's clear the wall's true purpose is to crush the hopes of bandits and marauders. Astonishigly, the failry decent fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.
A look around Slæ̈rn ághká-xlïf seems to be home to a quite vibrant and boisterous community. Everywhere one looks they can see people going out their daily business with a smile and a spring in their step. Children play loudly in the streets, causing untold havoc as youth are want and allowed to do. On second glance, that chaos continues into adulthood. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a city, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.

Slæ̈rn ághká-xlïf has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Slæ̈rn ághká-xlïf. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Slæ̈rn ághká-xlïf's parks.
Slæ̈rn ághká-xlïf has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Slæ̈rn ághká-xlïf.

Slæ̈rn ághká-xlïf possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Slæ̈rn ághká-xlïf has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Slæ̈rn ághká-xlïf's natural decorations nor waterways.
Slæ̈rn ághká-xlïf has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Slæ̈rn ághká-xlïf has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Slæ̈rn ághká-xlïf has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Slæ̈rn ághká-xlïf's mayor's house was built using a different architectural style from the rest of the town. The style used is famous for its stately symmetry, classical elements, and grand appearance. Columns and pillars, such as Corinthian columns, are often seen supporting open structures or porticos. Symmetry is an important feature of this style, with each half of a building mirroring the other. Domed ceilings and windows grace these buildings, with everything placed in a mathematical arrangement.
In Slæ̈rn ághká-xlïf rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.
The Elawah near Slæ̈rn ághká-xlïf are known to be a mutant strain of the creature.
Slæ̈rn ághká-xlïf's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves consuming a local toxin to channel Invocation energies of tier 3 via chanting.
